Published by the Council of Europe in 1985, Tsiganes et voyageurs by Jean-Pierre Liégeois is an early institutional survey of Roma and Traveller communities in Europe, combining sociocultural analysis with an examination of their political and social circumstances. Conceived within the Council of Europe’s programme for intercultural teacher training, the volume addresses language, family and social organization, mobility, religion, economic life, cultural expression and historical experience, alongside schooling, social policy, stereotypes and emerging Romani organizations. Its particular significance lies in documenting a formative stage in the development of European approaches to Roma and Traveller issues, when questions of education, minority rights, intercultural relations and public policy were becoming increasingly interconnected. The terminology and institutional perspectives of the period also make the work a valuable source for tracing changes in European Roma policy and representation since the 1980s.
